California Planned Parenthood Education Fund works to protect every woman’s right to make her own personal decision about childbearing and supports policies which ensure access, availability, and affordability of safe, legal abortion services for all women. We believe that personal decisions about childbearing should be made by a woman in consultation with her family and her doctor — not by politicians.

California legalized abortion in 1967 when then Governor Ronald Reagan signed the Therapeutic Abortion Act. This was followed by the United States since the Supreme Court’s landmark Roe v. Wade decision in 1973. That decision guarantees a woman’s right to abortion in early pregnancy, with no restrictions allowed in the first trimester of pregnancy. In addition the Roe v. Wade decision limited the restrictions that could be placed on abortion prior to viability as well as requiring that abortion be allowed if deemed necessary to protect a woman’s health or life.

Since 1973, organizations seeking to make abortion illegal have worked to erode access to abortion. We know that a woman’s personal decision regarding pregnancy is very complex and oppose mandates, regulations, and restrictions which impede, delay, or prevent access to safe abortion services.

Important Legislation on Abortion in California

SB 1301: Authored by Senator Kuehl, this landmark legislation, sponsored by Planned Parenthood Affiliates of California, ensures that California has a constitutionally sound reproductive rights law that protects privacy rights, now and in the future. It increased access to early, non-surgical methods of abortion. It eliminated the unconstitutional and unenforceable provisions of the 1967 Therapeutic Abortion Act and codified Roe v. Wade in state law.

SB 780: Authored by Senator Deborah Ortiz, SB 780 – The California FACE Act is designed to protect physicians and other abortion providers, patients, and places of worship from violent protests. SB 1770, authored by Senator Padilla, extended the FACE Act to January 1, 2014 and ensures effective implementation.
